Are the electric fuel pump and the sender unit connected somehow?

On my 1979 USA Zagato I am cleaning out the fuel tank. I have taken out the sender unit and I am trying to run clean fuel from a temporary external tank to flush the lines but the pump will not turn on on contact.

The pump is new but has been run with the bad fuel so it may be clogged. But I am wondering if the sender unit has to be installed and submerged in fuel for the pump to switch on.

I really appreciate any help.
