This is a general question that pertains to all p/s racks.

The power-steering rack on my HPE has 2 boots that are seemingly dry inside and that all they do
is prevent dirk from entering.

If the rack is left dry and not fed by pump-driven oil, would a healthy dose of internal grease
be sufficient to convert to an electric-driven system mounted
on the steering column in a way that Ian has done on his Berlina?
