They are 8mmx23mm thread, contact shoulder to end. Slightly longer [25/26mm] would also be fine. Actually, if they are already loose, drilling shouldn't be needed. A light tap with a centre-punch will probably move them. Once one is loose, the other comes loose. For renewal, consider Allen headed cap bolts.
